Passengers have a reason to cheer this vacation season. Those who felt short changed by Indian Railways’ flexi fare scheme can expect cheaper tickets. Starting Friday, March 15, 2019, IR has decided to cap the flexi fare in all classes at 1.4 times the fare charged for each class of travel.
For example, if the standard fare between two stations is Rs 100, the flexi-fare charged will not exceed Rs 140.
IR has decided to do away with flexi fare in 15 trains. These trains saw occupancy of less than 50 per cent over the last year.

In addition, IR has also decided to discontinue flexi-fare during the lean season of February, March and August for 32 trains of the Shatabdi, Rajdhani and Duronto categories. These trains are:

Flexi-fare will continue in trains that have monthly occupancy levels of 75 per cent and above in the previous year.
Graded discounts on Humsafar trains
IR will give a 20 per cent discount on the last fare in Humsafar trains for occupancy levels of up to 70 per cent. This discount will be available starting four days before the commencement of journey. The moment 70 % occupancy levels are breached, the discount will be reduced to 10 per cent. Above 80 per cent occupancy, no discounts will be offered.
The graded discount scheme will also be applicable to all classes of flexi-fare trains except, 1A, EC and EA classes. It will also apply to those 15 trains which have been removed from the flexi-fare ambit.
However, this discount will not apply to passengers travelling on concessions, sections where discounted fares already exist for Shatabdis (SBC-MYS-SBC, BRC-ADI and NJP-MLDT) besides any downgrade of class from 3A to CC and SL to 2S.
The 10 per cent rebate scheme after the first chart preparation will remain and so will other extant charges.
