Full Text of the General Manager’s Message on 71st Republic Day 2020
Dear staff, officers, teachers and students of schools, President & members of CLW-WWO, staff council members, representatives of the press & media, other dignitaries, ladies, gentlemen, and children.
On the auspicious occasion of 71st Republic Day, I welcome all on this celebration. We have assembled here to pay respect to our motherland on this significant day of her becoming an independent, sovereign and democratic republic.
As you all know on this historic day in 1950, CLW started its’ locomotive production. During this 70 years, we have constantly thriving hard and assimilating new trend and technologies in producing Steam to Diesel locos and finally Electric locomotives with modern technology for Indian Railways. Our concerted & united efforts have turned Indian Railways, into a self-reliant nation in electric loco production and contributed in strengthening the Indian economy by providing higher speed electric locomotives.
To cater the enhanced demand of electric loco under the cent percent electrification policy, we have produced 446 nos of locomotives from Jan to Dec 2019 in 12 months in a calendar year 2019. With a limited installed capacity to produce 200 locomotives per year CLW had harnessed 200 % of the asset utilisation against installed capacity.
A target of 390 locomotives has been assigned by the Railway Board for the current financial year 2019-20 which I am sure that our team of dedicated officers and staff will work hand in hand and create another record production in 2019-20 by surpassing our previous record of 402 locos.
Here I am very delighted to inform that Limca Book of Records has acknowledged our effort of record production of 402 locos in a year.
CLW has, over the years, adopted latest technologies to remain abreast with the best and fulfill the requirements of Indian Railways.
The trial run of the first high speed loco WAP-7,30750 capable to run at 160 kmph has been successfully completed and also the trial run for first high speed loco WAP-5,30164 with aerodynamic design with crew voice and video recording system will be conducted very soon for a speed 200 kmph by RDSO.
CLW built second 9000HP high horse power freight locomotive has been produced. We are pleased that, Push-Pull operation on both Rajdhani & Shatabdi trains are successfully conducted and efforts are made for time affected savings
The traction motor shop has produced 2382 nos. of traction motors from January to December 2019 of a calendar year 2019. This is 53 % higher than previous calendar year production from January to December 2018.
Plant maintenance wing has provided the availability of Plant and Machinery at 95% resulting in increase of outturn of locomotives. The shell shop has produced 231 nos , highest ever 3-phase Electric locomotive Shells in one calendar year 2019 (Jan–Dec).The Bogie Assembly shop had also produced highest numbers of 413 complete Bogie Sets in one calendar year 2019( Jan-Dec).
The Steel foundry has successfully supplied 1432 nos of IGBT Ballast blocks for 3–phase locos from January to December 2019 in a calendar year.
The Stores department has successfully adopted modern IT tools for procurement through paperless process. This has helped in boosting the material supply for enhanced loco production. A revenue of Rs 12.21 Cr has been collected through sale of scrap in current year which is about 70 % higher than previous year.
At Dankuni the Electric Locomotive Assembly & Ancillary Unit of CLW has so far turned out 36 Nos of WAG 9 H Locos till Dec 2019. This unit has now become self sufficient in producing motorised bogies for WAG-9H locomotives. Recently Dankuni unit has obtained 5S certification for workplace organizing management system.
Electrical maintenance department has provided 4.24 MW Rooftop Solar plant at shop floor and 1 MW Rooftop Solar plant on service building towards Green energy initiative. Cent percent LED lights has been provided in Chittaranjan township.
The western block of admn building has achieved the Green building standard for IGBC Green existing building rating system. Global Timer based switch for street light of township has been done. One High mast at Children park has been provided. 88 day light has been provided in loco assembly shop. CLW has been adjudged Second by the National Energy Conservation award of Bureau of Energy Efficiency amongst Railway’s production units.
The service records of the 9504 numbers of employees are completed in employees master of HRMS for On line uploading. 7300 digital medical identity card for CLW employees and 3600 for Retired employees under UMID has been generated. Civil Engineering department has completed the construction of Archery complex in record time.
The accounts deptt. has pioneered in implementing Centralised Integrated Payment system(CIPS) from Sept’ 2019. Another initiative in introduction of POS machines with collaboration with State Bank of India has started to collect all the outside payments through electronic method. The cases of 11953 pensioners has been revised as per VII CPC.
A dialysis unit started in KGH for the benefit of chronic renal patients, now they don’t have to go out side Chittaranjan for dialysis . To further improve the Health Services, tie up has been made with many renowned hospitals.
The Security Department has done commendable work by providing tight security in CLW and attended Fire cases in surrounding area of Chittaranjan on emergent situation.
CLW Sports Association & CLW Cultural Association had made remarkable presence in the National and International level. In 64th All India Rly Golf Championship organized by DLW at Varanasi in December, CLW team became Champions for the fifth time in a row. Shri Vinay Kumar Yadav became Champion in individual category. Miss Monika, Women Boxer of CLW won Gold Medal & Best Boxer award in 4th Elite National Boxing Championship (48kg) held in Kerala in December.
Besides, our football player and women gymnast performed well in various competition . In Inter Railway Dance & Music competition our team has bagged first place. In this year an Indian Railway Archery Range has been commissioned and Archers of all the railways are being provided training and other facilities.
The Bharat Scout & Guides wing of CLW unit has won the 2nd position in all round activities at the All India Railway Jamboree held at Bilaspur in January recently.
This year we are celebrating 70 Glorious year of CLW since inception from 1950. Many programmes are being organized throughout the year. You all will appreciate that 70 Senior retired railway employees of CLW are being honored & felicitated here today. Other programmes like; Railway schools conducted drawing, essay & debate competitions; Scout & Guides wing of CLW organized Inter Unit Competitions; Basanti & Srilata institutes had organized their annual cultural competitions ;The Public Relations deptt. organized a Photography competition & exhibition at Technical Training centre.
Cultural Association organized Inter Area cultural competitions & Sports Association organized Inter departmental Athletics championship.
Chittaranjan is famous for its clean and green environment. We should be proud to be a part of this beautiful township. We have serene lakes where migratory birds often visits, hillocks and lush green forests. It is our duty to keep this environment absolutely pollution free and allow its flora and fauna to blossom. Under Swachch Bharat Abhiyan your support is solicited towards stopping of single use plastic.
On this note, I conclude my speech with the hope and firm belief that you all will work together and join hands for the betterment of this unit for scaling newer heights in state-of-the-art loco production and making it an ideal township for the future generations.
