Indian Railways has decided to revise its 2022-23 rolling stock production plan upwards. The Ministry’s new plan targets the production of 8,429 units for the coming financial year. Production for 2022-23 has been raised by 878 units from the earlier planned 7,551, according to the revised targets.
A target of 8,115 units was earlier set for the current financial year (2021-22). The revised plan for the next financial year, 2022-23, raises year-on-year production targets by 3.9% to 8,429.

Freight EMUs, Cargo Double Deckers – New Additions to Coach Production Programme
In the revised Coach Production Programme, two types of new vehicles have been added. Tejas rakes, omitted in the original plan, have also been included in the revision dated 20th February 2022.
Key highlights are the addition of what IR calls, for now, ‘Cargo Liner Double Decker’ and ‘Freight EMU’ coaches. Rail Coach Factory (RCF), Kapurthala has been asked to build 20 Cargo Liner Double Decker coaches. 32 Freight EMU coaches concept will be produced by Integral Coach Factory (ICF) in Chennai.
It is not yet clear how these new rolling stock types will be utilized by Indian Railways.

Also added to the production programme is the equivalent of 10 rakes (220 coaches) of the Tejas variant of LHB coaches. Modern Coach Factory (MCF), Rae Barelli will produce the new Tejas rakes. Buoyed by the positive hype generated by the Vistadome coaches, the Ministry of Railways seems to have decided to produce another 70 units, out of which 40 will be produced by ICF and another 30 by RCF.
Vande Bharat Express: Sharp Increase in ICF’s Train-18 Production Target for 2022-23
In an attempt to speed up induction of Train-18, the Ministry of Railways has sharply raised ICF’s production target for the much-delayed trainsets. ICF is now tasked with rolling out 55 Vande Bharat / Train-18 rakes instead of the originally planned 22 rakes in FY 22-23. This means ICF will have to produce in excess of 4 rakes a month starting April 2022.

Targets for both MCF and RCF have been retained at 10 rakes each. This takes the total number of rakes to be produced by March 2023 to 75.

However, the prototype rakes from the first 44 trainset tender, awarded to Medha in January 2021, have not been rolled out yet. The Ministry floated yet another tender for 58 additional rakes in August 2021. Meeting a target for 75 rakes by end of March 2023 is likely to be a tough task.
More Changes to Indian Railways 2022-23 Coach Production Programme
Several other changes have been made to the original plan. MCF produce 10 Mainline Electric Multiple Unit (MEMU) rakes with 3 Phase AC propulsion. None were to be produced earlier. The factory is also expected to sharply raise production of non AC sleeper coaches from 32 to 200.
Production target of First Class AC Sleeper coaches, Two Tier AC Sleeper coaches and standard Three Tier AC Sleeper coaches has been reduced by a total of 190 units. On the other hand, an additional 50 coaches of the new Three Tier AC Sleeper Economy variant are to be produced.
